Spongebob. He can at least have some stuff from Battle for Bikini Bottom (Bubble attacks like the stomp/bowling ball, for example), while Shrek would just be "haha xD onion!!!!" for every move.

All characters are riddled with OP stuff (think Brawl Minus but bumped up even more), or every character is perfectly mid-tier (theoretically, no OP options to be found)?

Easily Ivysaur. Not only he was my favorite of the trio in terms of playstyle, but I like the Bulbasaur line the most out of any starter line except for Piplup.

Black Shadow easily. More F-Zero representation and a candidate to give Ganondorf's current moveset to if they wanted to keep the moveset but give Ganondorf a more accurate moveset to his depiction in Zelda.
