So I know there is an official buff discussion thread, but I would like to see the general opinion on tier placement.
When I say higher tier, I don't mean high tier as in S rank, more like lower A rank/higher B rank. After the initial direct and the character trailers were revealed, it was also found that King Dedede received a huge buff. Overall, most characters had a reduce/increase in end lag on their attacks to meet complaints about inescapable combos (Mario and Bayo), and slower attacks and huge end lag were the only reasons why Dedede was considered low tier. He simply lacked a viable neutral game. However, in Dedede's character trailer, he can be seen stringing together back air--which also has a buff, since the animation is now in tune with the hitbox--to up tilt, and then following it up with a grab. This was all just one exampleof Dedede's new true combo game, which greatly improves his only hampering weakness, which is his poor neutral game.
The gordo was also buffed. The hitbox size was increased and no longer decreases in size as time passes. But what's more important is that King Dedede can now swallow and spit out his gordos again. Being able to do this gives Dedede an entirely new way to gain stage control, spacing, meddle with your opponent and even possibly reset neutral against an opponent with bad responses to the gordos.
Furthermore, Dedede can reverse his down tilt from the direction that he's facing. This is a great option if Dedede finds himself crouching at the wrong time or if the player originally wanted to down tilt but decided that it was a bad idea. Rather than risking attacking or becoming vulnerable by getting up, Dedede can now space himself from his opponent better, improving his neutral game even further.
With all of this in mind--as well as the general nerfing of high tiers, I think it's safe to say that King Dedede will shoot up on the tier list, since he no longer has a hampering weakness. He's hard to launch, a hard hitter, has a crazy down throw game, is great a edge guarding and gaining stage control, and now he finally has a neutral game.
(Also in Dedede's trailer I noticed that Lucina's counter seemed to last shorter. A nerf, possibly?)
