I didn’t know Paper Mario had to be licensed by Intelligent Systems.

Granted. Tails, Knuckles, Shadow, Amy, Metal Sonic, Silver, Blaze, Espio, and Classic Sonic are all added. But they are all echo fighters of Sonic and share his moveset. It’s just cosmetic.

I wish Fire Emblem and Xenoblade swapped fighter counts.
